‘Training & employment’ is a quarterly English-language newsletter aimed at informing the international community about research and other activities undertaken by the Centre for Research on Education, Training and Employment (CEREQ) in France. The article featured in this issue reports on outcomes of a pilot regional study on the hotel, catering and tourism sector undertaken in France, the Czech Republic and Slovenia. The pilot was part of the European Union’s recent LABOURatory (Regular forecasting of training needs: comparative analysis, elaboration and application of methodology) project undertaken between 1999 and 2001. In order to adapt methods of medium-term forecasting for application in unstable economic conditions, the project explored labour-market information systems and methods in four European Union (EU) Member States (France, Germany, Ireland and the Netherlands) and compared them with data availability and applicable methods in three candidate countries (the Czech Republic, Poland and Slovenia). Ultimately, the aim was to develop a methodology for forecasting training needs that would be applicable in the context of labour markets in transition economies and improve existing prognostic approaches in EU Member States. Ever increasing numbers of apprentices, with increasingly high levels of education and training, are entering the labour market and, despite the crisis, under significantly more favourable conditions than young people who have taken the classroom-based route. However, the overall positive tone of this general picture conceals differences between levels of qualification and tracks and, above all, a selective entry process to this pathway whose effects have still to be assessed.

The Erasmus student exchange programme created 20 years ago is completely in line with the knowledge economy model adopted in Lisbon in March 2000, according to which Europe is expected to become ‘the world’s most competitive and dynamic knowledge economy’ between now and the year 2010. Despite the incitements proposed in the European Union’s policies, the undeniable popularity of the programme and the increasing numbers of students participating in exchange schemes, the initial objectives are far from having been met. University lecturers have also been taking very little advantage of European mobility programmes. Now at both European and national levels, students’ mobility has been found to be correlated with that of their tutors. In view of this link, the teachers should surely be incited to become more mobile in order to promote greater numbers of exchanges between students.

New recruits receive less training than employees with longer job tenure. Training on entry into post is provided less frequently for formerly unemployed individuals than for people already in employment prior to recruitment. Nevertheless, the fact of having received post-hire training seems to improve employee retention, particularly among the previously unemployed. Such training would appear to be a means of improving worker-job matching or employee engagement with the work environment.

Vocational training at the workplace during working hours is an essential aspect of lifelong learning, which has been adopted as a priority in European development policy. However, the continuing vocational training uptake rates vary considerably from one country to another. Considerable differences also exist depending on the size of firm. Beyond these cleavages, firms’ continuing vocational training practices seem to be at least becoming more homogeneous although they are not yet quite converging.

‘Training & employment’ is a quarterly English-language newsletter aimed at informing the international community about research and other activities undertaken by the Centre for Research on Education, Training and Employment (CEREQ) in France. This article looks at the issue of young people in France who are leaving the educational system without a qualification. Various policy measures have been introduced to reduce the numbers of ‘unemployable’ young people. This article suggests that as these youths are a heterogeneous group with extremely diverse transition-to-work trajectories, policy makers need to consider these various routes that they take upon entering the labour market. The environmental quality of buildings is an opportunity and, at the same time, a challenge for architects. On the one hand, it gives them a chance to make 'sustainability' part of the overall objective of architectural quality; on the other hand, it requires them to acquire new knowledge and competences in a context characterised by economic difficulties and the repositioning of many actors in construction. It is also a challenge for architect training, which has to respond to contemporary issues.

CEP (Career development advice), which was introduced in France in 2014 in line with the recommendations of the Council of the European Union Resolution of 21 November 2008 on Lifelong Guidance, is designed to guarantee personalised support for all working people, whether currently in work or not, in implementing their career development plans. Its success depends on the development of interaction between providers in what are often compartmentalised areas of activity. A Cereq study examined the different practices of local stakeholders in several areas.

This article looks at competence management, defined as ‘a system used to identify the correlations between skills, knowledge and performance within an organisation [that] enables an organisation to identify gaps and introduce training, compensation and recruiting programmes based on current or future needs’. The article determines the modes whereby competence management has been introduced in firms to assess its scope, coherence and the questions it raises. Show less

In 2013, three years after leaving the education system, 22 per cent of economically active young people were looking for work. This is the highest level ever observed in CEREQ’s school-to-work transition surveys. The increase compared with the 2004 cohort is 16 percentage points for non-graduates and three percentage points for graduates of long degree programmes. Nevertheless, first jobs are neither more precarious nor less well paid.
